I had three settlers, one was a caravan worker, one was a farmer, and the other was a bartender. I had a weight bench, a potted plant, and two cats.
For example, game can read original beds in Abernathy Farm as reserved, but settlers themselves might not actually read them being owned by them. I noticed that, when happiness calculations didn't match there at all. Replacing all four beds and building new ones fixed the issue.
This has happend in multiple settlement and save games, it is as though an attack or something similar has happened, and defence of the settlement has failed, but no message or anything to say it has happened, annoying to say the least.
If you believe that you have filled requirements, then stay in the settlement to get this achievement.
You might have noticed that Pip-boy sometimes displays weird values, which will go away when you get back in to settlement? Game does not actually use those wonky values as such (so it does not actually think that there is just 1 bed, when you have 25), but it is a symptom caused by bug in the code.
Staying in the settlement will allow happiness to progress normally. Leaving the settlement has a high change of breaking the progression.
Did that a couple of times, left the game running with me parked in the middle of the setttlement or as close as i could get, and then went to work, after making sure the pc would not go into standby or sleep mode, came back several hours later and same thing going on, happiness was around 90ish when I left, built serveral items to increase it came back it was down to around 80ish, that was when i gave up trying for it.
Yes I did notice that the pipboy sometimes gives odd values, normally when i go into workshop mode that sorts it out.
Oh well I did enjoy my time being mayor of sanctuary in that short span of time(10 hours iirc).
