This happens when you download FO4 in one language, and change midway through.
You need to fully reinstall the game.

I fixed it; it was Fallout 4 script enhancer. In the appdata folder, the .ini files had the language set to de instead of en. Then i set them to read only.
(For future people looking to solve the problem).

Appreciate your reply though, thanks!

Delete all .ini files in Documents folder except the saves. Recreate them via Steam, start the game launcher without launching the game and set the resolution, then find and update the new Fallout4prefs.ini files with that resolution, borderless, full screen (those values must all be the same, there is another one in AppData..).
Check also if the strings to recognize mods are present in the new Fallout4Custom.ini in documents, I'm talking about the strings:
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
You should also check debris under NVFlex in new Fallout4prefs.ini
