Once you are hostile to any of the original residents you will have to clear it before you can use the workbench.
It's just not worth the trouble required to use it as a settlement.

Then you get Workbench.
Can't argue with your description. The place is quirky for sure :)
I have always completed the quest and made a settlement there. However since it is indeed 'farky as fark' I have always gone just outside of the build area and used the console command to get a new workbench and, therefore, a new adjacent settlement contiguous with and surrounding covenant.
If you do that you can build on the road, across the road, out into the water and up as high as you want. You have to use a separate power supply located within the new area to supply power to it however.
The console command to get a new workshop (the place is bugged anyway so why not?) is:
