Nuclear Option - Can't relay minutemen in?

I have played the the game before, but this is the first time I chose the minutemen.
I infiltrated the Institute, followed the pipes.
Now I am back at the Teleporter and I put in the Holotape "Targeting Relay something something" and I click on the first option and it ays "No connected Netwrok found" and nothing happens.

Amy I missing anything?
Pressing the button for the Emergency relay doesn't do anything either.

I know, I read it and I watched videos on it.
But when I click "Initiate Remote Targeting Sequence" it can't connect to the network.
It says no Network found instead of downloading.

Fixed it with SetStage.
