Nuka-Cola Display Rack!

Soooo, i was making rounds in Nuka-Town U.S.A. grabbing whatever isn't nailed down for scrap and noticed that display rack in Pack base, pretty cool thing, so i decided to add it to one of my settlements.

Turned out it already acts as settlement object and can be picked up, moved around and scrapped but i can't build it.

Anyone has any idea if this object can be normally unlocked and how?
