Female characters were statistically better because of the Black Widow perk because a majority of the enemies in the game are male.
Fallout New Vegas fixed that by having a perk that gave Males more damage to males, and females more damage to females.
Not sure why Bethesda didn't just take that perk and make it a higher rank of Black Widow/Lady Killer.
It's arguably useful imo :)
And there are a few Female Baddies out there, Just most of them you don't stop and have a convo with , You just run into them and kill.
