I am just checking the object in FO4Edit. It does have Component c_Circuity and count 5. All is fine and well in the Fallout4.esm file then.
Do you have FO4Edit? You could run your whole load order throught it. Then go to
Fallout4.esm > Misc Item and type 00154ad2 to FormID field in the left top corner of FO4Edit. You would then see from the right hand panel if one of your mods is editing these records.
but then you should still be able to drop them on the ground and scrap them with the scrap function.

So...it has objects that scrap things...maybe it retooled the scrapping process?
I took a look of that, though not their records. I can't outright see how Conveyor Belt addons would cause this. It is of course possible that it does this.
The first thing that came to my mind is that one of the mod has marked it as component, due to it being one for Beam emitter, as part of Signal interceptor.
Though, I still think that checking this through in xEdit is the fastest and easiest way. There are only few records in Military-grade circuit board, so possible conflicts should be very easy to see - even if user has not real experience of working with Bethesda game records.
Instead of taking shots in the dark, this is the most efficient way to find the possible conflict.

It seems that only DEF_UI changes the military circuit boards and makes them unscrappable.
I try the last version of that mod from nexus, maybe it is a bug that has been fixed meanwhile (haven´t updated my Fallout 4 mods since at least a year).
I believe there was an option to select which items to remove from scrap list with DEF_UI. You might want to reinstall the file and see options from it.
Game would complain about ESP filename change once (missing ESP, if you break way from Ultimate), but that should not have lasting negative effects.
Works like a charm after reinstalling DEF-UI.
I will stand with Valdacil's Item Sorting for now. It is different from what I used before (unfortunatley I can´t remember anymore what I installed years ago, it put things like [CRAFTING] or [JUNK] in front of every item) but as long as it works I´m happy,
