In vanilla you can only find the main workshop station (the big red one) but the other *crafting* stations can be built once you've activated the settlement - they're in the workshop menu under crafting.
There's one or more mods that allow you to create custom workshop settlements.
I use 'Conquest'.
MOVETO PLAYER while the PID is still displayed and the workbench will jump to where you're standing. With the PID still shown, You'll need to type:
setangle x 0
setangle y 0
and then (To preference)
setangle z 0, 90, 180 or 270 (Or if angles, 45 etc).
You can tweak its position a bit after by typing MODPOS X (number) or MODPOS Y (number) IE:
MODPOS X 10 or MODPOS X -10.
There's no shame in using console to move or place things.
