You can mod all Bethesda games since Morrowind.
As of the latest version, mods are managed by the game itself. You can either download and install them manually (preferably from http://www.nexusmods.com/fallout4/), or download from bethesda.net/mods using in-game interface, but either way you must activate them in the load order menu.
Grab the mod files
Copy pate into your data folder
Then enable them ingame with that mod tab you saw
Not all automated like steam worshop, but nothing more involved than a copy paste and checking a box :)
You only need to log in if you use Bethesda.net.
Nexus is external.
Bethesda.net mods disable achivements & there's not as many or as good of mods.
It is mostly designed for console players as a way to bring mods to console.
But CC isn't out so nobody can do it yet, though I'm sure they'll try stop it, but it's unlikely to work.
