Is your game vanilla or modded?
Yes, there are different steps of building the desk, exploring, etc. The interview of new settlers is the last step of the quest. After you interview the three settlers, you have to talk again to the overseer to end the quest. That's the point she bugs out, when you try to talk to her after the interview. I'm not the only one, either. There's two others who posted this same thing on these forums...one back in January this year. I may delete the dlc and reinstall. Not sure yet if I want the hassle of a buggy BS questline or not. I finished Automatron. May look at Far Harbor, Nuka World, or whatever now.
I'll try playing again and see what happens at that spot you are talking about (I have a 3rd Character that is close to that again).
The only thing I can think of off the top of my head, is: Did you give them Vault 88 Jumpsuits and Pip-Boys from the Respawning Containers? I think that at the least that one guy needed to be 'outfitted' to continue and start building the Vault 88 structures "experiments".
As there was no information in the dialogue that jumpsuits or pip-boys would be needed, not to mention they were scrapable, I scrapped that container. After reading some of the quest details from the wiki, I'm likely going to have to uninstall and re-install the dlc in order to try it again. Or, just delete it and move on. Either way, the current state of it is unplayable.

...I know how easy it is to get into a "Scrap Everything" mode though, heh.
Well, at least this will help others to know not to Scrap those Crates (as they are required later on).
While they do put a couple under a Table and mark the Crates with "Vault 88" and "Pip-Boy", they could have made these 'essential' in the Game Programming, so that they are not Deleted by players...
