There are few similiar issues like this, but area refresh usually solves the problem. I haven't seen any persistent issues that I couldn't deal with.
Beacon may sometimes take time to bring new settlers. The amount is of course tied to your Charisma.
Yea, it's annoying. If you're not afraid of modding, try Sim Settlements, though. Just plop down a lot and your "village idiots" will build things and assign themselves accordingly.
IMO, Beth did a lazy job with the settlers, but it can also be argued to simply not build anything (i.e., "to hell with NPCs").
Best thing with Sim Settlements is that they actually own the whole lot they are assigned to. That prevents plenty of issues.
I was actually planning on installing it, while I am now restarting my game. I am still loving the settlement building, but the fact that you can't really give settlers anything else to own than bed and their job is a bit annoying - mostly because it can lead to issues mentioned above.
Are you running any mods?
I can vouch for this that this might be a mod issue. I've noticed especially with mods that it may actually take awhile for settlers to "acknowledge" where they're supposed to be going and supposed to be doing, but they have gone to their assignments in a relative short period of time.

It takes alot to gum up the works, but it can happen.
Another way to run into a similar problem is by making a settlement too complex or so tight that the settlers can't properly path. If the game can't figure out how to path a single settler, it can screw up the queue for everyone else because of the way the game handles settlers and their assignments.
Should I just finish building every single settlement at some point and THEN begin recriuting to avoid the bug?
I have x30 build meters in my settlements, but I rarely ever use the amount of them. You can see AI bugs hitting in at some point. My settlements vary between 24-30 settlers and they behave relatively nicely.
I am using this mods, which allows them to use the settlement space in more effective manner. It does not entirely solve problems, but does remove some of them.

Even the unofficial patch does not stop all settler scripts refiring everytime you access a crop, workbench, etc. Try not fast travelling to a single cell settlement where you have a pathing issue and just let your PC stand there. Feed and water as needed. (Sleeping and waiting reinitiates the same scripts).
So, try it, I know it is a pain but just to let the scripts sort themselves out. That was the current state of AI in gaming. AI is still brighter than 14.6% of posters based on Steam threads.
This is sometething that should be included to UFO4P bug tracker. However, I am unsure if the problem is in exe or data file. I really need more information before trying to include it there.
Patch can not deal with problems in executable.
