How do you get vault 88? (SOLVED)

I read that to get vault 88, you need to be level 20 and then you'll get a radio signal that'll strat the quest. However, I'v been playing for about 2-4 hours now, maybe even more, while being level 20, but I haven't gotten the quest. Can some one help me?

You're not going to get a radio signal unless you're within signal range.

There should be a radio signal marked something like 'Vault 88 Distress Signal'. Tuning in to that signal will start the quest. The actual location is near the southern portion of the Commonwealth.

Don't do it man, think of the children and all that. Seriously V88 will suck the life out of you. It is a beast to clear and set up.
