"Taking out the trash" Nuka-World Radiant quest bugged

Ive had to skip this quest once before. Right now it says "kill the scavenger in the third rail", and i get a quest marker to go to the third rail, but no marker inside, nor anyone named "Scavenger", so im pretty sure for whatever reason they dont exist. Last time it said to "kill the scavenger in goodneighbor", and that time it didnt even give me a quest marker at all, and i scoured goodneighbor looking for a scavenger. im thinking its mods but ive uninstalled a bunch and i cant figure out which one it is. if someone asks ill post them.

Update: just disabled and enabled all of my mods and, once again, the quest marker completely disappeared

Try advancing the quest with the SetStage command. I've had to do this with a few quests.
