Because the games' physics are tied to your framerate, if you play with a framerate above 90 or so you can see it happen all the time. At 72 fps or below its much more rare, but can still happen on occasion.
You can force it to happen in downtown boston by jumping on the various cars and street sweepers spread about the streets. You'll usually die as the vehicle flies up and/or flips over and crushes you, but its a fun little glitch on occasion... other times its just annoying (never use a vehicle to get the high ground in a firefight, it may randomely rocket you to certain doom as the car decides it would rather be a rocket and takes off).
I probably run at low FPS. Never checked the rate.
I do get cars falling/flying up but always in the same places. NW of Corvega off the elevated highway, near Mass Pike Interchange and on the broken bridge leading to Quincy Ruins. Can't be certain about the latter.
The falling/flying cars are nothing that affects my game in any way. I find it quite amusing. I used to think it was a Behemoth tossing stuff around.
