Large settlement population help.
Edit: Clarify: Anyone who has already exceeded the maximum number of settlers who have wandered in after hearing the settlement beacon (in my case it seemed to be 22) and have reached a high level of happiness like 90. No DLC, no mods, no console commands.
Edit: Made a guide in case anyone wants to do this

After getting Starlight drive in to 90 happiness I decided to push the limits a bit.

62 settlers with no mods or hacks? Is that even possible?
I'm guessing you got that many settlers by transferring settlers from other settlements?

Happiness becomes harder to deal with the more settlers there are.

How are you leaving the settlement? If you are leaving via fast travel, there is a known issue where the game loses your beds, water and food. Causing mis-calculation of happiness.

Also, as was stated above, more settlers are harder to keep happy.

Yes easily. Just assign one supply line from each settlement to one settlement. In this case Starlight drive in. Go to Starlight and begin building up your resources. Very important scavenger stations, stores, and food. Also beds. Wait for the provisioners to arrive and reassign them through the workshop to a resource.

I already had 22 settlers arrive on their own and had the happiness at 90 before reassigning the provisioners.

Thanks for the link and after dealing with every available settlement I am aware of the pipboy bugs, glitches, and difficulty but thanks for the replies. If you think of something else would appreciate posting it.

Also I have tried both walking and fast traveling.

I think I have just out played the game. Surely someone else has pushed it this far by now and has a solution.

I guess the last piece of advice I can give is to learn the lesson that most politicians and leaders have at some point in their career. You can't keep everybody happy all the time. So you just have to keep them to the point where they're not running away from you or turnin gon you and leave it at that.

I raised the power to 529, let's see if that puts a jolt in their step.

Keeping everyone Assigned to something (jobless people make everyone uncomfortable) with Scavenger Stations and eventually building Shops, contributes to Happiness.

Animals like Brahmin, Dogs and Cats also contribute to Happiness. Buy some and bring them in to your 'trouble towns' to try cheer them up there.

Also, the population 'divides' happiness amongst the Settlers. If you have a ton of people at one Settlement, MOVE them around to different ones and make sure to spread your Companions out (versus say, sending them all to Sanctuary), as they can sometimes count as a Settler.

I've looked around at vendors and supply caravans but I've yet to find a way to purchase animals. I have heard others mention this also but just figured it was a DLC thing. I did try setting out dog and cat dishes as well as multiple feeding troughs but that didn't work. Dogmatic is at red rocket. I believe I did buy one stray dog from some guy and it is at bunker hill.

Edit. Dogmeat, spellcheck correction

Sorry, I suppose I should have mentioned 'how' to get them. They are purchased by wandering Traders that seem to specialize in them. They are random unfortunately, so you may not see one in a long time (I have only met one myself).

You can also Trap them in Cages (Wasteland Workshop DLC). You can Trap Cats easily, but Dogs are random in a Dog Cage where it mostly catches Mongrels (didn't know it could catch 'normal dogs', I read it in a comment somewhere). A dog vendor/trader is one of the Random ones. A cow/Brahmin vendor is random too.

I am not sure that Dogmeat counts as a "Dog" that contributes to Happiness, I'll have to look that one up sometime.

That one stray dog I purchased and left at binker hill may have been one of those random wandering merchants. I am doing this with no DLC, no mods, and no console so everything has to be straight basic gameplay.

I have noticed this in a minor irritation with Spectacle island where I have over 1200 water but it's usually only one item drops to zero and one trip back into workshop solves it.

Since upping the power I left without reassigning any provisioners and gaining anymore settlers to several locations without problems.

I think I have a defective pipboy, need to go find that vault-tec rep and get a replacement :)

Hehe I get this too, where my Workshops show Zeroes or there are Exclamation Marks on some and when I go to check things out, everything is 'in the green' and nothing needs Repair or anything... Not sure what causes that

I'm guessing it's a glitch of sorts, the pipboy is visually interpreting the games internal caculations for the settlement.

Since it takes several minutes to update every new settlers now (up to 10 minutes) I am also guessing the I have exceeded the non-DLC building expected limits.
