Form Ranks not an option?

Alright so I got to the quest Form Ranks, and it automatically cleared due to me having enough bases, then the synths started attacking the Castle, but I wanted to experince more game content, so I loaded a save, and went with the Railroad part of the way through Underground Undercover, and the BoS up and completed Liberty Reprimed and the quest after it, but haven't destroyed the Railroad (I only want the BoS and the Institute to go down, really want to spare the Railroad) BUT this time I can't get Preston to give me the quest Form Ranks, it's like I've gone to far in the other quests, so is this the case? Have I forced myself out of a Minutemen victory?

Yup. I think once you've done LIberty Reprimed you're committed to a BoS ending instead of a Minutemen one.
