Add this to the Fallout 4 INI
sStartingConsoleCommand=FOV 90
if it doesn't stick try adding
sStartingConsoleCommand=refreshini
After it.
Be aware, using the StartingConsoleCommand function in the ini will increase the time it takes for you game to actually start. So if you're stuck on a black screen when you hit play for a few seconds, don't panic.

Interesting... I must have to start over then. I changed this Character to Survival after doing a bit in Sanctuary, to try it out.

If I may pop back with an Update:
I started a New Character, as your instructions did not seem to 'take' with the present one I was playing; and although they seem to work, it does not seem 'complete'.
For example, the Power Armor seems to 'pop out' and 'pop in' the FOV (it moves as though I have typed an FOV Command, but of course I have not) - and although it did not happen all the time anymore, I still found myself getting 'dizzy'...
The Pip-Boy also came up 'zoomed in' sometimes (it seems very close, as though I moved it closer but of course I did not). Sometimes, Zoning seemed to reset it (going in an out of a building/Zone), but most times it did not.
I also noticed that if I changed the Character to Very Hard (turning off Survival Mode), and typed in FOV 90 90 (for example), the Field of View changed, as though the Startup Commands did not work... I also tried using the INI's with a 'regular' Normal game - and typing in FOV 90 90, the screen FOV changed...
I thank you for your efforts though. Perhaps Bethesda can allow certain Commands some day, but until then, I will just have to play in short bursts (Suvival Mode). If you have any other ideas (or others do), I'd be happy to try those too.
It's not a mod, just a program that edits the ini files.

I'm not sure what differs from the manual editing, but this did it... I even tested from my previous post, the...

...and it stayed at that viewing angle! I ran around a bit and not too queasy, heh.
Thank you very much, this little tool also makes making some manual changes far easier. Wonderful stuff. If I can afford to Donate some day I will... (I am unable to work at this time).
