The Distress Pulser is considered a "junk" item and if you store them in the Workshop, the game will scrap them for components if needed, just like any other junk item. This can also trigger the bug.

Other than that, the only other thing I can think of is possibly a mod, but what mod, I don't know. Unless someone else can give you a clue, the only thing you can do is google like crazy or start disabling your mods if you're running a modded game. Personally, I think the "Distress Pulser" bug is more likely, especially since you find more than one.
