I have 9 agility. 7 standard and +2 boosted from armour. Doesn't seem to make a difference for me.
As for detection, I think you are experiencing a bug.
Check the basics...
Do you leave your pip-boy light on?
Are you/a companion clomping around in power armor?
Do you have any of the stealh perks?
If it wasn't for armorsmith extended, I'd likely only have 16 AGI but still that is a lot.
Issue is, you're still technically undetected when you get a Caution. So you can still land sneak attack blows on enemies.
If it's anything like Fallout 3, NV and Skyrim, weight matters as well. The more weight you carry the less quiet you are as well. Kind of a negative aspect for using lots of armor, and carrying a lot of stuff with you.
You've forgotten about applying MUFFLED to your gear. Also, your weapon makes noise. I can go through an entire location with muffled gear (both legs) and use a Powerful Disciples Blade (knife) with AGI gear without ever being detected and kill each mob one by one, without ever getting the caution light to show.
If I use a Searing Puncturing Heavy Stunning Indigo Bat, all bets are off, they heard the "crack" of the bat, as it were ... :/

I don't begrudge them becoming alerted, anyone would. But how the hell would they know exactly where I was, up on the roof when they set mines off on the ground....I could have been anywhere. 50/50 whether they'll blind-fire at me with an equally good chance of hitting me. (Don't get me started on blind-fire)
They seem to point their guns at the location you are at the second they take damage from you, no matter the source and where you are. From guns it mostly makes sense, but silenced? Less so, IMO.
So you have to adapt, wait until they take damage then move. Let them blind-fire, if they're going to, at your location despite being half a mile away, then lay down a mine or trap where you are and move again, as there's a good chance the melee'er will run right at your last location looking for you.
In my personal opinion, it's the engine they use.
