add perks by command not working

trying to add blacksmith perks to unlock weaponsmith bench but the effect of the perk doesn't seem to work as it says i don't have the perk

If you want to cheat, try 'Cheaters terminal' mod. Either bethesda.net or nexus.

either do this or make sure you're unlocking the perks IN ORDER. You have to unlock rank 1 and 2 before you can do 3, etc

I agree with TehGuy. You need to give yourself every level of the perk. If you only give yourself level 4 then only level 4 aspects of the perk will be unlocked. Level 2 and 3 aspects will still be locked.
