Instead of a simple answer "No" and "go level" these guys argued and threw insults.
Not only that the answers were wrong from the start. Whatever you can add with the console commands can be taken away with the console commands.

Note that some perks are added in expansions and thus following script has xx and yy denoting the two expansion that added these perks, we need to replace them with correct id which is different based on load order of your expansions (most probably different from your friend's or mine). Note that you will not get your perk points back, but you can use another console command to get some to spend
1- Copy following script to a txt file and rename it to perks.txt in your fallout folder (where your fallout4.exe is), (console players, sorry, you might have to run one by one)
2- type in following console command to find order of your expansions
This will list 6 items for you which 5 of them are starting with PERK. Note the id
matching 0x0423a3 (e.g. 030423a3 or 060423a3), now replace all xx in following script with 0x (e.g. 03 or 06)
2- run following command to find the replacement of yy just like above
And this time note the id matching 0y028a23 and replace yy with 0y
3- When finished modifying the file and saved it, run console command
4- Close pipboy and open it again.
