Potato Graphics
I have Fallout 4 on ultra but it has this strange "potato-like" graphic around my character here's a

Tried console mode, 'cl off' ?

Those are artifacts. This normally means your graphics card has outdated drivers or is not powerful enough to run properly on Ultra.

Try lowering your options.

I tried that but they are still there

What are your specs? also what resolution are you running it in?
Is there an INI setting equivalent to cl off? I hate that glow but I run vanilla survival.

If you are using Nvidia, fresh download Drivers, when installing click "Perform fresh Install", if that does not work, try reinstalling DirectX.

For AMD, no clue.

What are your specs?

You either have an aliasing issue with the default "human textures" or a problem with the character lighting source, because that's what you did... turn off character lighting.

Pretty sure that comes back after closing the game, btw. Just keep that in mind, and verify your game cache sometime.

anisotropic filtering maybe? That has an effect on tranparencies.
I can't see your photo unless you can post it here so I'm taking a guess.
