Try turning off vsync:
Documents / My Games / Fallout 4 / Fallout4Prefs.ini

Find: iPresentInterval, make sure there's a 0 at the end

"Good PC" and "AMD FX-6300" don't rhyme. You either have an AMD FX-6300, or you have a good PC, and just for the record, the recommended AMD CPU for this game is the FX-9590 - and barely it can run the game adequately, it will usually make even Core i7 CPU's have their fair share of trouble running on ultra.

You'll want to lower your settings, that's all you can do without upgrading your machine.

http://www.nexusmods.com/fallout4/mods/978/

This mod also massively enhances frame rate, particularly for weak processors like yours. There is, however, a noticeable hit in overall image fidelity.
The AMD FX 6300 is a perfectly fine cpu, so your bashing is unnecessary, and unneeded.
I have a minimum rig with a GTX 750 2GB and an AMD FX 6300 Vischera that can run the game at ultra capped at 28 - 30 fps, and high at 60fps which shouldn't be possible but there you go.
The 9590 I actually WOULDN'T recommend in this case.

Rant over, don't diss amd's bulldozer cpu's just yet ;)

A stock AMD Fx 6300 Vischera actually IS a good processor, from various tests and the performance gains in games I cannot say otherwise.
With a little boosts here and there, It's even comparible to the 8150se
I could care less about the little backstory and I'm going to leave it there, no point in arguing over two completely different mindsets.[/spoiler]

Considering Fallout 4 likes to put god ray, shadow, and texturial effects into the cpu, maybe also trying to lower down some of the other settings will help, like also turning decals off if possible or shadow quality.

Which ensures my point, while it can run games, even a Core 2 Quad CPU can, doesn't mean that they're good, new, or even suitable for something. But granted, my standards ARE high and I will admit that.
The AMD FX 6300 isn't a high-tier gaming cpu in itself and was never meant to be, maybe for the games in its time.

the problem is that my game dont want to get more fps i think i can play ultra with the same fps as on low....

I'm obsessed with this game right now and have been playing it to the exclusion of everything else for a couple of weeks. I'm an obsessive personality who can spend 2 hours getting my gear ready for a mission, and collecting 'weird odds and ends' from all over the Commonwealth.

I've never been obsessed with frame-rates, however. I'm running an all AMD system with everything set to Ultra and it runs just fine, for me. No, I don't stay pegged at 60 fps all the time, but I'm not gettting any 'game-breaking' stuttering. Everything seems to run pretty smoothly to these old, tired eyes. :watchingyou:

the problem is that it dont makes ANY differnce between ultra settings and low, i mean on ultra my game is running at 4-32 fps and on low also. and also my games stutter but i think this comes for the low fps. and... my gpu is only at 22-30% and my CPU at 20-44%

I had an fx 6300, not good for FO4, i had low fps in concord yetalone the city, low setting might get you a solid 60 but unlikely with that cpu, also this game does not use GPU, like at all, with my fx 67300 gpu usage maybe went to 90% for a second before dropping back to 0 ish all the time, now i have an i7 6700k and i get 60fps anywhere everything max

From your experience at least, I can run the game at 60fps on high settings with that cpu, same goes for medium and low.
Ultra Settings..not so much, that's where all the fancy effects get dumped into the cpu, and the older bulldozer cpu's can't handle it.
Problem is, the gpu may be suffering from the cpu (op)

If It's running the same on low and ultra settings, are you sure the game is actually using the right gpu? (not the intel one, if the 1060 even comes with one).
