Fallout 4 god rays wont turn off please help

Hello there I cannot seem to turn god rays off at all. I have tried every suggestion listed on the forums and youtube, but none of it seems to do the trick. I have gone into the fallout.ini and setting the bNvGodraysEnable to 0, didn't work. I tried setting the preset to low then manually putting the other settings up, didn't work. Then I tried Typing "gr off" into console, didn't work. I have also tried to delete my ini files and setting the preset to low, didn't work. I have been setting my ini files to read only and whenever I look at their contents they always list as bNvGodraysEnable=0 even though the launcher ALWAYS puts god rays to high or low. I have also tried the disable god rays mod its doesn't work. Thats not the only problem with the god rays, in the game I think it pixelates the graphics. for example bushes, trees and it is quite off putting. my girlfriend got me this game for christmas and i have enjoyed the hell out of it for the past weeks. But this issue with the god rays, is ruining the experience. if some one out there knows how to fix, the issue with my game i will be very grateful.
