This is not true with at least Smiling Larry, as I've encountered him Multiple times at varying states of preparedness, and finally did have the recruitment options.
The Scribe seems to be the most finnicky of all. I highly recommend Save Scumming him, and avoiding all contact with him until such a point as you can recruit this guy. Fortunately, he has the most lax requirements, at only ten settlers (Possibly fifteen? I couldn't recruit at 10-14 even with the station built, 15-20+ has never given me issues)
The level 4 merchants, aside from Riley do actually function fine, with only minor bugs. Such as Doc Anderson, Ron Staples and Smiling Larry continuing to spawn out in the field, however one need not recruit them again, and they'll find their way back to their assigned spot with no fuss.

Smiling Larry: West of Forest Grove Marsh on a road undernath the Overpass. The Trigger point is just beyond the cluster of trees along the road, Events will spawn behind the onramp and make their way around, so it can take a few moments to see anything.
Doc Anderson/Ron Staples: Either Just outside Drumlin Diner, there is a smashed house closer to Lexington, Ron and Doc Anderson will spawn inside occasionally. This Location is Infinite, so you don't need to reload, only leave the spawn radius (About 4 Tiles on the map) and return. Additional, you can sprint between Westing Estate and the small dam West of Oberland Station. These locations eventually stop producing Random Events if you have Automatron Active (Quest active) as a certain random event locks spawns.
Vault-tec rep moved to Sanctuary, then after I asked him to work for me, I set him to the general shop, what removed my previous settler. Everything seems OK, he said that phrases just once about how he is happy to be together with me, and about the steak knives that he was suppose to get. Than I though in set another general shop and moved him there. And that seems that brokened him. Cause I noticed that both shops were sharing the same content, I removed the new shop and set him back to the old one. So, everytime I came near him, I had to hear him mentioning again how he was happy, my character asking him again to work for him, and just after that I was getting the trade menu. While closing, I had to hear him complaining again about the steak knives. I removed him again by setting him to scavengering, and back to trader. Now, at least, I don't ask again for him to work for me. But if I'm not quick enough to talk to him, I have to hear him speaking again and again the same phrases. Sometimes I just want to shoot his face! "Stop yapping and sell me your trash, damnit!"
The Scribe gave me no issues. Although I can't come near to him, without he trying to sell his stuff.
Ron, also no issues. Just wish that I could skip all the traders introductions.
Rylee bugged. After the event, I waited for her to move and started a conversation before she left though the door. Than I asked to work for me, choose Sanctuary, and than she replied as that didn't understood, if I was really interested into barter. o.O
Started another conversation and ask her again. Choose Sanctuary again, and this time she was happy and told me that was going there.
Have being weeks, she still not there. =/
Once I swapped the mod out for another, I had no issues recruiting either of them...
Never had any issues with Vault-Tec Rep (Nordhagen apparently is his real name according to V111 records)
Rylee is the most bugged, she will not function period, unless you kill the guy who runs Longneck Lukowski's cannery and never complete the quest. Completing the quest causes her to relocate to the infamous TEST CELL and she's usually killed by some other NPC in there.
I often saw the doctor at the campsite just to the east of Concord; it's a pretty good site for the events that can spawn there, because you can run over from the road leading between Starlight Drive-In and Thicket Excavations and have a clear line of sight from a long way across the field (using a suitable scope). You can readily narrow down the exact point at which it loads until you're just stepping forward to see what turns up.
Nope. That is not correct.
He was a simple low ranking door-to-door sales man (even he probably didn't know why he was sent to specific people, chosen by Vault-Tec), not a member of the Vault-Tec security or science team of Vault 111. That is why he was not let into the Vault. He was not on the list of occupants.
Spot-on advise, did not think of this. Seems like the Unlimited Building mod from Bethesda.net was preventing them. I was successful once with it disabled, thanks for the suggestion!
