ENB's a bit of work but it'll probalby pay off. there are good tutorials on utube for enb install and the minor notepading that comes with it. Just take your time if you go that route.
there's also a ShadowResolution line in one of the INI's forget which that you can drop from like 2048 to 512 for some more gains
double check your physx is set to gpu in NVcontrol panel.
fiddle with fullscreen /borderless see how that treats you
consider disabling iPresentInterval but only if u add a 3rd party frame limiter or else physx/dialogue will break above 72fps
also an old skyrim ini tweak that seems to still work is a line ExteriorCellLoading ???
mm really not sure of the line exactly but it's defaulted to 32 or 64 i bumped to 144 seems good.
if you break your game with ini edits u can always delete them and let the FO launcher regenerate them, and remember to read only your ini's if you are also touching your launcher settings window as it will reset changes like iPresentInterval
On the hardware end not too sure, maybe disable cool n quiet to help with cpu utilization, NV control panel profile settings? prefer max power. max performance, razor cortex if background processes are eating performance, uninstall geforce experience,

i think you should go for that cool n quiet in bios, personally i OCed to 4.0 and disabled boost and it helped, but that takes time and learning if you don't already know.
Another thing you could try is running msi afterburner's monitor while in game and check out your cpu /gpu usage. When my performance was really bad i found my cpu cores with huge usage with drastic spikes and low gpu usage. hense tweaked cpu.
Another thing you might try is not ultra,seriously this game is a pig. 1/2 distance sliders is still really far, especially in dense spawing areas. after godrays it's shadows and textures in my experience.
There is a problem with GTX 1070 but it should only be when you're overclocking. Might worth a try updating your bios/check it with GPU Z first.
follow instructions, set it to Ultra and Recommended, you should be able to run the game just fine a 1080p

Those ultra settings are killer man, i know that you deserve max with that card but u may need to try notching it down a bit.
Something Im looking into right now is my ram frequency which,,, isn't right. cpu-z's showing me 535 freq on my ddr3 that an effective freq of only like 1070 (jst a coincedence) and that just ain't right, gota bios fiddle just reading up on it now.
i saw a bethesda or nvidia article that talked about fallout's reliance on ram speed, which i've already read has a big influence on minimum frame rates. Might be worth checking your ram freqs
so yea, read up on DRAM timing settings and listen one computer tutorial guy said.

you have to set in bios. i'll sumerize the process but i hope you watch some tutorials for yourself.
1. if you don't believe me, download CPU-Z (2mb) and check the Memory tab you'll see your frequency there. DDR stands for double data rate so the number you see will be 1/2 your effective ram freq IF your Command Rate is 1 (which it probably is)
my 1600mhz ram was showing a 535mhz clock with a Cmd rate of 1 so my ram was only running at a freq of 1070.
2. Shut off rig, pull plug, remove one ram stick. On the sticker it will tell you the 1.latency timings, 2. the rated voltage, and 3. rated frequency. Write those down.
3. Reinstall ram, boot to bios.
At this point i saved my BIOS setting to a profile in case i mess up
check for DRAM Timing Mode set to LINK (my bios didn't have that AMD thing im guessing)
set your DRAM timings mine were 9,9,9,24 i guess yours will be different
set freq to rated
set voltage to rated
REBOOT TO VICTORY
