Welp just used the killall command, i guess that will have to do even though i missed out on dialoge.
Could be why but i was too impatient so i just kept playing, either way thanks, will use it in a future playthrough if i get the bug again.
I understand your reason to keep on playing BUT using the console to force advance a quest is extremely dangerous. It may not happen immediately, but the chance that your save will be borked at a later time is very high. This forum is full of threads started by players who have consoled their way through a quest and are now faced with a game that has hit a wall and refuses to advance.
This is just a heads up, nothing more, but I thought you should know in case you're tempted to do this again.
Thanks for the advice, i know it might bug something but my save was just to try other endings. If it was my main save i would have played everything over again.
I can complete it with commands a little safer, by advancing the quest and then complete it
I just really don't want to. the Kellog storyline is so good and I really want to experience it to the fullest.
Sadly not, ended up using cheats to even finish that, i used tlc to fly into him and then the kill command on him and too the parts i needed, then i used tlc to get outside just before the brotherhood of steel shows up. It will only ♥♥♥♥ up that part of his story line, not anything else.

I know this post is old but there is a good chance more people will encounter this in the future (I just did). So, I found a solution using the power armor wall clip trick. Approach the door that is now shut, turn left to the wall and perform the trick as shown in the video (https://www.youtube.com/watch?v=RGPVfZt_mL4&ab_channel=CruzCastillo). After going through the wall you can make your way to the right around the outside of the building and walk back into the room with all the desks and computers. Once there, just do the same trick on one of the shut doors to that room, and boom, you're back in the hallway you were trying to access.
