[Help] Diamond City - Home Plate House Can't Build
As said in the title I'm having a few problems with building and I've been trying my best to figure this out and I don't know what to do. I tried looking into if other people are having the problem I am having and it seems to only be me. I can only build on the wood area but not the cement area. I doubt a mod would do this to me I only have a few mods that make the build height, remove all workshop restrictions, settlement limits slashed (Removes size and adds more happiness), and Settlement management software. If anyone could help me with this without installing other mods thanks.

You've got so many mods altering your settlement building stuff slapped into your game, it's a shame. So here's what you do now: deactivate and uninstall all of those mods. Try to build like you wanted to build in the first place. If it works: hooraah! Proceed to reactivate ONE mod at a time and test it. If then it suddendly won't work like you want it to work: shame! The mod's not for you and has to go ...

But with a little bit of thinking and using self awareness you could have thought about this idea yourself, I'm sure ...

Yeah, I kinda planned on doing that but is my mod list order okay? I don't know how that stuff works.

Some ideas (in no particular order)

You might want to try uninstalling (not disable) your mods a few at a time until the trouble clears. Then install the last batch one at a time until you find the culprit. With a mod list that short it shouldn't take you long at all.

You could also try verifying your game files.

Or run LOOT to sort your load order.

Well, you should know how to setup a load order by hand but the best part about LOOT is that it sorts your load order for you. You should give it a try.

I just disabled them all and it works right now I'm going through them all one by one.

Did you use scrapall or scrapeverything in that cell? I don't recall the wooden floor ending right there... it's been a while. Have you tried putting down something that the game allows to clip through the ground (foundation block, etc) and putting a normal item on top of that?

No the floors is always like that. And one of the mods are making it do that for some reason checking what mod it is now.

The wooden floor is actually as it's pictured.

I found the problem it was the mod Fallout 4 HD Reworked Project. I thought it would have been one of the settlement mods. Anyway thank you guys. And one more thing where do I get Loot to sort out my mods?
