Report a translation problem
That is definitely a problem. Those numbered folders correspond to the numbers listed in the "Download ID" column in NMM's Mods Tab. Those folders are supposed to have data in them (meshes. textures, etc). If they're all empty, that's not good. Just for the helluvit, pick a simple mod from the NMM mods tab and note down the Download ID number. Open that corresponding folder in the virtual install and verify that it's empty. Then try doing a file and folder search through Windows to see if that folder exists anywhere else on your system. If it doesn't, uninstall and then reinstall ONLY that mod and then check the folder again. If it now contains data, that's probably what you're gonna have to do with ALL your mods.

WAIIITTTTTT A MINUTE. You're having the same issue but it WORKS when running as admin?? That could be a fix... (or maybe I'm being ignorant)
I know technically you can install on any drive, but my installs do not track in parallel to your pathways on my cooresponding drives and folders.
I will openly admit I do not know which files are referenced at what point besides the obvious .exe's and .ini's.
I can figure out which files for the mods have data vs vitural links. Mine appear to be reversed.
With that said, please keep in mind, I did automatic downloads from NMM and only a couple manual downloads as required and I read all the notes and followed the manual directions to the letter.
I think two things happened to cause the situation I'm in:
1)NMM autoloaded into the same folder, but the wrong folder and I swear on my whole family's lives that I just selected the right hand button to install/activate Fallout 4 only and the pathway was already in place.
Every mod after that was placed in the incorrect folder but when I went through them they all were in the same place so they worked.

I didn't notice a problem until BodySlide because it's files are folders that have to be accessed when opened vs the mods that are already to the data files on that drive in that location.
2)BodySlide also auto-detected itself within NMM in the configuration tools, but since at least four different sets of BS files are in different locations and not the correct locations, I then noticed an issue because of loading them one by one.
(I did not have to configure this manually.)

(Actually I was going to continue with Settlement Building mods, but got burnt out with the load/test/load/test so I switched it up and I knew I was going to download CBBE and BS without a doubt and went to that. In a way, it was a good thing because I detected a problem earlier rather than later.)

For simplicity and sanity, before I went to work I qued up deletion of all FO4, associations, and mods before I left for work.
Everything related to it is gone, minus 4 internet shortcuts that will not delete because the folder/file is missing.
Not critical.
I literally swapped all data on my HDD to SSD2, rechecked for any remnants, then swapped all data to SSD1, repeated and now my C: is an SSD(1), D: is SSD(2) and E: HDD
Checked again for any remnants, any duplicates (only two, Pictures and Videos which I will tackle that another day), and x86 is on C: now too.
Started a brand new fresh install of FO4 on C:

This is the default location where Steam installs the client and puts games into the "common" folder. So for the sake of simplicity, the "Fallout 4" folder here will be called the "Game folder".
We're still in the Game folder here and any ini files you find in this location are NOT the ini files that your games uses. The ini files in the Game folder are generic ini files that come with everyone's copy of the game. When you launch the game for the first time with the default STEAM launcher, the game will COPY these ini's to the following location:
/Documents/my games/Fallout4/
It's THESE ini files that your game uses and it's THESE ini files that you edit. You should NEVER edit the ini's that are in the Game folder. Just remember, if you have any EXISTING ini files in this location, you should DELETE them FIRST before launching your re-installed game. This will ensure that the game creates a brand new set of ini's for you to ♥♥♥♥ up (sorry, I just couldn't resist XD).
This is seriously FUBAR. All the working ini's should be in the location I mentioned above.
