how do the pip-boy app and the game connect?
I tried using the pip-boy app with my game, but it didn't work, despite the fact that in a previous launch of the game I enabled the pip-boy app setting, my phone and computer were connected via Bluetooth (I connected them before I launched the game or pip-boy app), I had a save open (I had already obtained the pip-boy in the game) and I pressed the button to connect to a PC game. The firewall is blocking some features of the game though, so might the firewall be preventing it? and if it is, how do I get the firewall to not be blocking it? (never really tried doing anything with the firewall before, so I'm not familiar with changing stuff with it and it's behaviour)

Load your save file , activate the pipboy app option in the menu in-game , save and quit.
Reload your new save , activate the pipboy app on your phone . Try that before playing with your firewall.

as I've already said, I've turned the pip-boy app setting on, restarted the game and loaded a save file, but the app couldn't find the game

You need to connect your phone to the same network your computer is in for it to work. No need for bluetooth.
