The FIRST thing I would do is run LOOT to sort your load order. This alone might fix it.
If LOOT doesn't do it for you, UNINSTALL all the mods that are giving you trouble (True Storms, Darker Nights, Legendary Modifications, Weaponry Overhaul). Then visit the author's mod pages for ALL FOUR MODS and read read read. Once you understand the installation instructions, reinstall the mods making sure you choose the CORRECT options in the FOMOD installer.
IMPORTANT =====> Make sure everything is up to date - Game, NMM, Mods.
Now run LOOT again and hopefully you'll be OK. Keep in mind that it could be a totally different mod causing this issue, one that's not being flagged by NMM. That's why reading the author's mod page IN FULL is critically important to having a clean running game.
From being on these forums regularly, I can truthfully tell you that the majority of the problems posted could be avoided if people would just READ.
Fixed it by downloading an optional file in True storm's file section. Same for Weapon Balance overhaul
Thanks for the point in the right direction.
Nuka World Add-On (with TS Far Harbor Compatibility) was what I was missing.

There might be something better but True Storms is as important to me as Darker Nights and both are installed right after Unofficial Patch, right after manually doing F4SE and Address Library and Buffout.... every single mod setlist I work on has it, 100% of the time.
I mean since we're rezzing these things and all.
I'm using True Storms 1.4.2, and the only options it gives me are "True Storms (required)" and "Far Harbor DLC (optional)(Present)." I have those options toggled, yet I still can't get that file for Darker Nights to work.
Darker Nights 1.11p6
True Storms Wasteland Edition 1.4.2
True Storms Wasteland Edition Nukaworld and Far Harbor 1.4.1
Been using those for years and through multiple installs. You have to be doing something different in the setup options or you did not get the corrects files.
