Once you have downloaded the base enb file, you have to unzip it and drag the contents to the file where enb told you to drop it. I forget if it is the main Fallout 4 file, or the data file. Enb tells you where to drag it. Do as Enb says. Make sure there are actual files to transfer. For some reason i did the unzip wrong and had an enb without folders. There should be a lot in the enb folder after you unzip it.
once you get the enb working, getting the enb preset to go is quite easy: drag and drop as super said. It is worth the effort. You can really make Fallout 4 shine with a decent enb and a texture pack.
Anyway, here goes.......................
Step 1. You gotta READ the author's instructions FIRST. 99.999999999% of the time he'll tell you what version of ENBSeries to get and even give you the link. The same goes for reshade.
Step 2. FOLLOW the author's instructions. You'll have to unzip whatever version of ENBSeries and Reshade you downloaded and drop them into the Fallout 4 GAME directory. This is located at............../Steam/SteamApps/Common/Fallout 4/. The AUTHOR will tell you EXACTLY what files you need so follow those instructions to the letter. A lot of times, you're not gonna need every file from ENBSeries and ReShade. Just take the ones he specifies and install them EXACTLY where he tells you to.
Step 3. Sometimes, you'll stutter a bit (I mean the game, not you) with an ENB installed. If you do, try putting these edits into your enblocal.ini file:
[MEMORY]
ForceVideoMemorySize=true <======= this stopped the stuttering in my own game
VideoMemorySizeMb=nnnnn <====== watch this video to calculate this number

Step 4. Marvel at the beautiful visuals that you are now seeing
And that's pretty much it.
