Got any mods at all?
Edit; Try just verifying the integrity of the game files. Right click on FO4 in your library, click properties then local files and verify.
I have a number of mods but none that alter the power and resource catagoroies. I will try the verifying file integrity and post back my results. I will also double check my mods.
If you can't find the problem, there's a mod on nexus that's called something like The Universal Menu Fix. I've never needed to try it but, it is suppose to replace any missing catagories.
Yeah, I was afraid that mod would not work. It seems to not work for everyone. Plus, the way I read the description it read like to was designed to replace the build menu's main categories, where as you are missing sub menu categories.
Now, back to your problem. I know you said your mods don't affect Power or Resources. Unfortunately any mod you use could have a bad edit causing you to lose those sub categories.
Only two things I can suggest are;
First go to a Chem station and look under Utilities. Several mods that inject items into the vanilla menu have a special uninstall chem you must make and consume before uninstalling the mod through NMM. Those chem station listings for the uninstall chem will either have the mod authors name or the mods name for the chem. If you have one figure out which mod it is for, go to that mods page and see if the author provides a special second menu restore chem. If so try taking it without uninstalling the mod. If there's no menu restore chem then make and consume the uninstall chem for that mod and then close the game and uninstall the mod. There is a chance that doing this will restore your menu items even though the chem you take may not be for the mod or issue that caused you to lose those items. If it works you can then re-install that mod.
Second, If you have no mods that have an uninstall chem, then I suggest making a clean save then disabling your vanilla build menu mods one at a time, load that save and see if the items are back in the menu. Then if they are, leave that mod disabled and play the game without it.
If neither of those things work then I'm stumped and have nothing else I can suggest, sorry.
Edit; I used the word vanilla because many mods inject their items into the menu under the SK, SKE or SKI addon category that Settlement Keywords and the expansions provide. The vanilla menu is what is in the base game without downloading any of the Settlement Keywords resource mods.
If you have no uninstall chems under Utilities then you don't have the mod "Modular Kitchen."

Make a clean save then install Modular Kitchen. Go ingame to a chem station, make the uninstall chem and consume it. Exit the game and use NMM to uninstall Modular Kitchen. Start the game back up while crossing your fingures and hope your missing categories are back. I got my fingures crossed too. :) Good Luck.
Are you sure you did not uninstall a mod right before you lost those menu items? If you did, try re-installing that mod.

Thanks for taking the time to help. I uninstalled "Settlement Keywords Expanded" and my missing generators/water pumps returned to the menus. Thank you both.
