==== Solution ====
==== Background ====
The Four Leaf Fishpacking location is weird because it does not have a boss monster. So, when it gets picked as a random Minute Men quest spot, you have no way to complete it.
==== Added Community Service ====
For the sake of completeness, here are the IDs for other Random/Radiant Minutemen quests, in case one of them goes weird and you feel the need to kill it.
MinRecruit01 is "Raider Troubles at <Settlement Name>"
MinRecruit02 is "Kidnapping at <Settlement Name>"
MinRecruit03 is "Returning the favor"
MinRecruit04 is "<Settlement Name>: Greenskins"
MinRecruit05 is "Clearing the way for <Settlement Name>"
MinRecruit06 is "Taking Point: <Settlement Name>"
MinRecruit07 is "Ghoul Problem at <Settlement Name>"
MinRecruit08 is "Rogue Courser at <Location>"
MinRecruit09 is "Resette Refugees at <Settlement Name>"
MinRadiantOwned01 is "Defend <Location Name>"
MinRadiantOwned02 is "Stop the Raiding at <Settlement Name>"
MinRadiantOwned05 is "Defend <Location Name>" (yes, there are many... try all)
MinRadiantOwned08 is "Defend <Location Name>"
MinRadiantOwned01 is "Defend <Location Name>"
MinRadiantOwned04_BOS is "Defend the artillery at <Settlement Name>"
MinRadiantOwned03ChangeLocOnly is "Kidnapped Trader at <Settlement Name>"
MinRadiantOwned06ChangeLocOnly is "<Problem> for <Location Name>"
MinRadiantOwned07ChangeLocOnly is "Power for <Location Name>
MinRadiantOwned09ChangeLocOnly is "Defend <Location Name>"
MinRadiantOwned10ChangeLocOnly is "Suspected Synth at <Location Name>"
You can kill each of these the same way, with completequest <Quest ID>
Enjoy.
Also if you are looking for the quest id for a quest:
Help "quest name" 4
For example, help "ghoul problem" 4 which should show the id#
then you can do this
sqs Id#
Which shows all the stages.
Then you can advance to the next stages with this using stage number for x.
setstage id# X
Aint the boss usually one of the tougher ghouls down by the generator? Probably is not spawned for the MM quest. Pretty sure you get a glowing type there on first clear.
I do not think the boss would be placed in the upper area that requires going through the laser tripwires to open the door.
In the end, the literally only option was to comb all the quest IDs forward until I found it.
Well, there definitely was none there for this quest. Killed all, no effect. Heck, you don't even get a target blip when you originally receive the quest. Meaning if you don't know where Four Leaf Fishpacking is, you can't even find it.
However it did return all the ids using help "minrecruit" 4
help filters out quotes, so no spaces allowed either.
Try it. Help "dirty water" 4
The problem in this case is that the search looks at the internal codename when it's searching through quests (e.g. "MinRecruit01" ), instead of looking at the visible name we see in-game.
Everything is only searched by using the other names like DLC01MQ, minrecruit, etc.
Which means you have to take the long route with SQT to show all your listed quests and the find the names used to search for.
In this case, the whole problem is that there isn't one.
