Devs can't spend money to create games when there is No money coming in to support the next game they want to make!
Plus, we faithfully support Devs and publishers who create games we love to play. Posting a pirate thread will get you more grief here than the answers are worth.
Please help us to have future releases of AAA games to play by telling your friend to purchase the pc version of FO4. He will benefit from doing so as the patches and DLC can not be obtained for the pirate copy.

Your PC doesn't have to be capable of running F4 to use the CK, it just has to run the CK. However, you need the game's assets, which only come with the PC version of the game.
Be that as it may, if someone only wants the game assets and CK to make console mods, they will still have to purchase the PC version of the game, otherwise it's piracy, and wrong.
Yes, I do wish there was a way to extract the console's assets to the PC and that the CK could open them, even if the PC itself cannot. Sadly, neither M$ nor $ony will allow that, and I'm sure the devs also know that if it's easy enough to convert from PC to Xbox OS, it's easy enough to convert XB to PC. For some games on the 360 and original XB, one merely needed to change the file extension.
For instance, once you buy a game from Steam, you're legit playing either the Mac or PC version as you wish without having to buy the game again, even if they are from different developers.
Now, using a cracked copy is a different story, but it could be just a wrapper, which isn't illegal...

Technically, converting a CD to MP3 format is considered illegal, as you're making an unauthorised duplicate, yet burning purchased MP3's to a CD is legal, as you own the MP3's...
Piracy laws are really very convoluted and lagging critically behind technology and current standards, etc...
But, I would have to say in this case, the law's pretty clear... Owning a game on one platform does not automatically entitle you to getting it free on another platform, unless (like Steam and it's Mac/Linux versions) that purchase includes access to versions on other platforms as well, so the OP's "friend" is indeed breaking the law with what they have done...
