If you want to bring those things down at that level
Your going to want a calibrated sawn off with Overdrive and ultrajet. Should make it doable unless the mod changs combat stuff
hmmm... I am suspecting this too...
In fact they patched some minior "tricks" that used to work, but not anymore.
I guess I will try a vanila playrun soon, visiting some places I know well, to compare...
I use to ban drugs myself, but for my next hc/survival playrun I guess will prepare some Psico-Jet in advance... or I will just change the plan... the playrun was ruined there... back to the Vault! :(

In my level 3 playrun the glowing one was also leveled, bloated, I think... but the worst thing is he was accompanied by three high level ghouls too, one of them legendary that of course, mutated...
The mod was supossed to bring new crazy spawn areas, not to level up existing areas... Funny modders... :-)
station for the first time and it turned into a 4 way battle between me/bos, gunners, raiders and ghouls.
It's not so bad once you have been to an area for the first time and cleared some of the stuff
out so you're not fighting 30 things at once.
