Do you have mods? Have you installed UFO4P? Have you cleaned your masters (can't remember if that was a thing for FO4)? Have you checked your mod order, and play tested said mods?
This game is CPU intensive and runs shadows off your CPU. Keep Shadow Distance at medium or even low.
I would lower all settings til you stop crashing so often. That little bit of an explanation makes me think your frame rate is tanking to single digits and causing the game to crash.
Update your 960 drivers manually doing a clean install. Win10 auto updates drivers without uninstalling the old ones first.
Verify the integrity of the game files.
I only have UFO4P, if you mean verify the integrity of the game cahce then yes.

No my laptop is not a gaming one and my spec is similar except for the graphics, which are just intel HD intergrated. Admittedly I run it on a windowed resolution of 1280 x 720 but still i have 10 mods and 15 plug ins and the game isnt at all jerky. As for viruses well maybe a scan could sort that. AVG is free. Maybe there are two many processes running at the same time so i would advise turning off unnecessary ones. BUT you are right my first comment didnt help at all !
- Verify game files: open the Steam client, go into the Library, right-click Fallout 4 on the left pane, select Properties, then go into the Local Files tab and press the button at the bottom.
- Check for dust, spinning fans and signs of over-heating, run Prime95 to test hardware stability.
