Open Console
Type "ShowQuestTargets" (without quotes)
You should have "Current Quest: Inst301" (that's what mine was anyway).
Type "player.sqs Inst301" (without the quotes) it should show you on "Current Stage: 900"
Type "setstage Inst301 1000" (without the quotes), 1000 is the next stage if you look through the report from the last step.

When going to your quarters the NPC is not there, so the quest does not complete, this fix worked for me.
