And you have mods, 102 of them. Well here's the deal - you're gonna have to first make sure you don't have this same problem in a totally vanilla game. Why? Because we need a baseline and the only way to do that is to UNINSTALL (NOT disable) evey single mod.
Then delete all the ini files in /Documents/my games/Fallout4/.
Launch the game with the default Steam launcher. This will create new ini's and also update the game's registry entries. If you can load your save, see if the problem persists.
If you're OK at this point, exit the game and make the ini edits for modding. Then install your mods in SMALL batches, making sure you're installing the latest version. Launch and check your game after each batch. You should be able to zero in on the mod or mods that are causing this issue.
It's also possible that the problem will magically disappear. If this happens, chalk it up to a mod that wasn't properly installed the first time.
EDIT: I just saw your edit. That's why I said in this post to delete your ini files. Glad you got it resolved.
