Build stuff. Seriously build up a settlement, add some walls, make a house or two and you'll get easy XP for doing that.

Idiot Savant. Lifegiver3. Difficulty, Very Hard. Walk the map, explore. Actually go in the interiors and clear them.
Here's one... Mass. State House near Boston Common, big in there, get to the Boss and Steamer trunk. Lots of xp from that.
yes, and Building.

Max out INT and get the Idiot Savant perk.

Since NPCs don't respawn immediately and only after a while is the only method really to kill everything in your path.

Take a 1h nap every 6h or 8h (not sure which it is) will refresh your Well Rested perk and give you a small XP bonus. Alternatively can you reduce the passage of time with "set timescale to 1" to real-time, which will give you the bonus for a real 6h or 8h.

Having your farmers produce tatos, corn and mutfruits in excess will let you mass-produce vegetable starch, an adhesive useful in modding weapons and armor, and each unit produced at the cooking station will yield a bit of XP. I should have gained 5 levels or more of my 78 levels just by making my own adhesive. Making your own plasma grenades is another nice addition.

I'm sure there are mods that will change anything and everything regarding XP gain. And you can of course give yourself any perk you want with the console. So XP farming isn't really a topic for Fallout 4.

the quickest way to xp farm is settler building, Spent Casing said. But to really get the most xp. don't bother with walls. Do fence posts. They take a little bit of wood, and there is a lot of wood around Sanctuary. You only get half the wood back when you destroy the fence posts, but half of a lot is still a lot. Also, if you have season pass, there are metal balls that i make to use the metal. Or metal signs even. Before i started doing my FROST survival run, i could easily level to 9 or 10 doing these things. Also, if you really want to reap the xp rewards, get idiot savant. It gives some amazing returns. Making cloth mats is another way to ge xp fast. But there is less cloth around sanctuary, so not quite as effective.

Low or high , as long as it's not between 5-7.

Is there really any point to XP farming in Fallout 4? Once you hit around level 30 and bought or found heavy armor you've become about as durable as you are going to get.

How do i set he timescale?
You can either open the console with ~ or whichever key works and enter:

set timescale to 5

and it will reduce the passage of time down to 1/4, because the default is 20. Setting it to 1 makes it real time. This effects sun rise and sun set as well as fast travelling times.

There is also a mod for it (probably several mods...):

Squirrel Stew and the idiot savant perk stacks, so that's always nice to do.
