We must do the game in a different order. I am usually around level 30 and have already taken the Castle by the time I talk to Danse for the first time.
There is lot of reasons you got more XP in surival anyway - excluded extra XP for kill (can not confirm x2 though, imho is less), you sleep more often (so you ahve rest bonus more game time), you walk through all areas so you egage way more random enconuters and kills, you build and cook way more often, there is more "higher-tier" enemies rewarding more xp...
Just side note - soemthing like "usual order" (same as "rush story") is imho approach that egt people bored with FO4 very fast.
(also unless you play same character each time, there are general aspects of XP gain like INT stat, idiot savant...)
