Shoot the fusion core out or pickpocket it from stealth and they will exit the suits (if they don't die before they exit the suit when you shoot the core).
If you steal it they also don't respawn in power armour also though (as far as my testing has shown that's accurate), so if you want to be able to farm pieces from spawns you don't want to steal for that reason also.

ok that should keep you busy for a week tracking them all down. or atleast a weekend.
You can not leave empty suits and power cores in the same settlement without running the risk of a settler, companion, or NPC stealing them. I do not care how much brahminshit you hear from people with the "well didnt happen to me because of..." that is pure coincidence. If it is in any container or even workshop inside the settlement then someone can grab the armor if ther eis cores around.
The one thing settlers and NPCs will not do is steal an empty frame. So if you store all the armor off your frames they will not be stolen.
To get NPCs out of a suit (and keep frame intact) you need to pickpocket the core.
Settlers will exit the suits once combat is over, as will some NPCs.
Companion need to be ordered out of the suits, because they will remain in a suit even with an empty core.
I don't worry about things getting stolen and going missing though cause anything that has tried to attacked so far has been killed by nick and my sentries, so if something is not on a corpse nick must have it lol.
And yeah, it takes like 3 seconds to load a fusion core: remove them, even if you do move them a lot.
just sneak behind the npc and steal the fusion core,the npc gets out of power suit,problem solved.
The problem is the AI is stupid. For example, if one of you settlers decides to take the power armor and you have 100 cores in your workshop that settler will grab all 100 cores. The same applies to any kids of ammo and such. The only way to prevent that would be to spread crap out everywhere in smaller stacks. Unfortunately that also increases the risk of any humanoid attackers or Bunker Hill npcs to steal ♥♥♥♥ as well.
