The best locations for raider outposts is Starlight DriveIn, Finch Farm and Jamaica Plains, that way all the surrounding settlements are within reach of them
Get an outpost that doesn't have or have really less people to live there, like Nursery Greentop. If I'm not mistaken, each settlers produce 5 or 6 food, they were set to be farmers or assign to something else, doesn't matter. Your gang will force them to be farmers. But the Vassal Settlements will only send half of em to outposts.
The more settlers in the settlement, the more food supply line will be send to outposts.
Hangman's Alley isn't a bad place to set an outpost, but there's only Oberland Station that supplying them. And they don't care much about the water supply... Just foods. Try to get at least 5 or 6 or more settlers that'll be your vassal settlement. Don't take them out as Raider Outpost, cause your raider gang will complain a lot like Garvey's meme xD
EDIT: Idk if it also affect on how many plants were planted there though, I just know this much. If it is affecting how much they produce, then Finch Farm is nice for raider outpost, and make the Slog as your vassal settlement.
