Report a translation problem
1 - ♥♥♥♥ around with the raider questline until you get notice that one group has gone 'rogue' and taken over the power station.
2 - flat out kill all of them.
The better way, if you have console mode available and don't want to screw up the commonwealth with raider settlements and such, is to use command 'setstage DLC04MQ05 5' once you're asked to go take a commonwealth settlement. You miss a perk, but once you take a trip somewhere and come back you'll have that one raider group to kill and you'll have park power with 2/3 raider groups left and no bad mojo with Preston.
Why have a settlement that cant be used until most of the DLC is done? What sense does that make? Wouldnt it be better to use the settlement while doing the DLC?

I use TLC to get the last Starcore. The whole powerplant locked door thing is complete ♥♥♥♥♥♥♥♥.
Its an exploit
so you do not need to restore the nuka world power, you can get in it earlier.
but it take a while to respawn. Like 5 days if i remember right.
it respawns endlessly? cool I didn't know that. if I wait long enough I could collect all 20 star cores needed that way to reboot just the security of the galaxy zone without having to kill any of the robots lol
