were there any genuine vaults?
like that were supposed to help people survive and not being a social experiment

Not to my knowledge, every vault had some sort of government program, but vault 101 was the best one of the bunch

IIRC there was at least one control vault that didn't have anything weird going on, but it was still technically part of the experiment.

Well Vault 111 had people survive and wasn't a social experiment. Just a normal will they survive being frozen experiment. Had Father not been super evil and ordered Kellogg to kill everyone then there would have been many more survivors from Vault 111 as the tech did work.

Vault 13 from Fallout 1 was meant to be, but had its replacement water chips accidentally shipped to another iirc. There are others but none off the top of my head.

vault 101 was the experimental "control" every experiment needs a "control variable" in other words they did not touch 101 save for instructing them to remain inside the vault and not open the door other than that it was what every vault "should have been" but vault tech was associated with the Enclave sect of the US gov. and was corrupted to run crazy immoral social experiments on the rest. But once again to do real science and follow the scientific method you need a control ie vault 101 from Fallout 3 Nice Byzantine flag by the waym

Vault 101 was to stay closed indefinitely to study the role of the overseer. It wasn't a control vault.

Vault 3, 8, and 76 were control vaults so nothing bad was supposed to happen. 8 became Vault City and 3 was invaded by raiders when it was opened. I don't know what became of 76.

You could argue that 22 was a form of a "control" vault as nothing bad was supposed to happen but due to the experiments they were running it did. Vault 0 was essentially the same way.

All of the Vaults were designed to Research.

They were all research programs, all of them had different way of "helping" future with these experiments. They tested mental, physical, etc conditions (some were barbaric yes but they were designed to see what people DO in those enviroments.)

So in general, they all helped as experiments to survive. most likely some game is going to be about a future vault that includes Vault leaders who designed this whole operation.

At some point, there's going to be one Vault that does stuff like the Saw movies. How much would they be willing to sacrifice for some food and water?

Pretty sure they all were experiments but some were minor and actually saved people such as vault 101.

Possibly Vault 111, they were going to release them once they got the "all clear", but couldn't maintain a proper life span but they never got one so probably not.

Lore wise at least going off the black isles second failed atempt at makeing fallout 3 the enclave ran it as a test bed to see if there space arc would work before abandoning the flee the planet idea due to a lack of resorces.
