You could argue that 22 was a form of a "control" vault as nothing bad was supposed to happen but due to the experiments they were running it did. Vault 0 was essentially the same way.
All of the Vaults were designed to Research.
They were all research programs, all of them had different way of "helping" future with these experiments. They tested mental, physical, etc conditions (some were barbaric yes but they were designed to see what people DO in those enviroments.)
So in general, they all helped as experiments to survive. most likely some game is going to be about a future vault that includes Vault leaders who designed this whole operation.
Possibly Vault 111, they were going to release them once they got the "all clear", but couldn't maintain a proper life span but they never got one so probably not.
Lore wise at least going off the black isles second failed atempt at makeing fallout 3 the enclave ran it as a test bed to see if there space arc would work before abandoning the flee the planet idea due to a lack of resorces.
