I'm using this one:
http://www.nexusmods.com/fallout4/mods/20598/?
It keeps the requirement for weapon damage perks, though.

There are several on Nexus, take a look for yourself:

"ingame mods"? I dont think Bugthesda ever introduced a thing such as ingame mods.If you havent got your mods from nexus (no idea which other site you would use, Nexus is a huge database) downloading mods from Nexus is just as easy as youve downloaded from the other site. You can use either the mod manager or just download manually. Its idiotproof.

Experience, that's why. Roleplaying, look it up.

It should be idiot proof

I never managed it with Nexus...i don't know why...but it never worked for me...neither in skyrim or FO 3....i guess im just stupid... ._.

@Brandybuck

I should be Allowed to play a -> Singleplayer <- game the way i want to ._.
As long as i remember there weren't any level restrictions in New Vegas too...

Download mod manually from site, once you do that drop the content within the Data folder of your Fallout 4 root
Oh... well then.

I'd probably recommend Mod Organizer. It's rather confusing to set up for the first time, though.
Someone will probably come along shortly with some good tutorial links or videos :/

ok then,,,,

go to fallout 4 wiki get the order of the perks you want (this is important)
save the game
open the console
type

player.addperk <perk id from wiki>

if you want a higher level perk the lower level ones need to be add first

check if the perk was correctly added if not reload you save and try again

Is it recommended to delete all the ingame mod manager mods before using NM's ?

{LINK REMOVED}
Get the zip, drop content. You should totally use Nexus
And no, no need to delete at all

Absolutely, makes everything easy. Even for uninstalling.
