It keeps the requirement for weapon damage perks, though.

I never managed it with Nexus...i don't know why...but it never worked for me...neither in skyrim or FO 3....i guess im just stupid... ._.
I should be Allowed to play a -> Singleplayer <- game the way i want to ._.
As long as i remember there weren't any level restrictions in New Vegas too...
I'd probably recommend Mod Organizer. It's rather confusing to set up for the first time, though.

ok then,,,,
go to fallout 4 wiki get the order of the perks you want (this is important)
save the game
open the console
type
player.addperk <perk id from wiki>
if you want a higher level perk the lower level ones need to be add first
check if the perk was correctly added if not reload you save and try again
Get the zip, drop content. You should totally use Nexus
And no, no need to delete at all
Would you recommend to use the Mod Manager ?
