nowhere , but you come to house ..

There's also a pathing snafu where you can't approach from the clifftops, you have to go in by following the coastline on the beach.
There's also a particular glitch with one of the updates that can break the border, but that would also show up as problems building in Starlight Drivein and Jamaica Plains. The 'fix' for that is console command "resetquest patch_1_6"
There is a very good reason you can't swim to it.
But, to start the quest you have to go to Valentine's Detective Agency and speak with the lady there. She'll send you to a homestead to speak with the folks there.
Then to get to the homestead, you must go around along the shoreline.
You'll be fighting a slew of ferals before you get there,
but they don't respawn (afaik) after that go through.
Once you're finished doing some basic investigating and speaking with the folks there, you'll be taking a boat to Far Harbor.
Once you've gone the boat route the first time, you can fast travel directly between Far Harbor and the dock at the homestead. But only from those embarkation points, there is no other way.
