Pranksters Return not working
i have a pickpocket level of 3
putting in a frag mine, frag grenade and plasma grenade, did this a whole bunch times and its not workinng

Ok that's why. You need to get the first two ranks first. Rank 2 is what allows you to make the grenade live.

I think you have to remove level 3, then add level 1 perk (it has a different ID), then add level 2 (which also has a different ID), and then 3.

I know you have to do it separately.

As Troy said, you'll want to have all the ranks taken in order, and if you want to use console commands to get perks, it's easier to give yourself additional perk points and just buy the ranks with them:

cgf "game.addperkpoints" X

Where X is the number of points to add. Note that you have to include the quotes in there.

Unless you're making it automatic with a batch file (which you wouldn't do for handling a specific perk), it's quicker to buy things off the normal chart than type out all different ID numbers. The ID numbers are still good for perks you can't buy through the skill tree, though (and for removing perks).

I had similar problem: 4 rank of pickpocket perk, do all as well as many times but get nothing. So i think this issue appears because of mods/
The following was helpful to me:
-pickpocket perk was bought from 1 to 4 lvl by perkpoints (not by console command like addperk [lvl]), it was some like "player.modav experience #" to increase lvl and get a few perkpoints
-disabled all mods (just cut plugins.txt file from %%\appdata\local\fallout4), but "achievement unlock mod" stay in game just in case.
-launch game through default Fallout4Launcher.exe (not through f4se_loader.exe or something else if you have it)
-Use frag mine on friendly NPC in first FarHarbor city in stealth (my last save was in FarHarbor, so...)

Also this achievement may don't show notification (check it in steam-overlay after npc will be dead)

I strongly believe what i couldn't get this achievement because of mods or f4se, but...

It's a LOT simpler to use player.setlevel commands than it is with perkid. It raises your level, allowing you to choose your perks, a method which prevents problems like being a level three gunslinger without having "earned" level two.
