If not, have you yet run a verification of your game files through the client?

And i think you mean the fallout4custom.ini?

actually no there is an ESM for fallout 4 (its required to run EVERY MOD EVER and you can see it is required if you click on a mod in vortex under masters it will ALWAYS say fallout 4.esm) and i have to find it to manually fix LOOKUP FAILED (as the mod that does it doesn't work)
C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data
BUT windows can find it for you anyway.. go to the folder you have fallout 4 installed to, and in the upper right hand corner is a search bar, just type Fallout4.esm and it should in theory find it. (you don't actually have to go to the folder first, it just makes it faster, so it doesn't search your entire disk drive)
if it does not, then steam screwed up the install for some reason.
what does the steam file verification do?? it should at least run for a minute and say something.
