Update all drivers, get rid of any unnecessary background processes, disable anti-virus for a while, use Nvidia Experience to set the game settings, switch Windows into high performance mode, and so on.

If you have any mods, hacks or special dlls installed try uninstalling them.

Run a verify of your game files in the Steam client (Fallout 4 -> Properties -> Local Files -> Verify Integrity ...)

Do this. Gives a big clue into what Steam is seeing as the system package, versus what you know is there.

Sounds like finding the redistributable folder in the game's base folder and re-installing the VC++ and directx packages may help.

... how's the audio while it ramps up and crashes?

Is 100% usage causing input lag or low FPS? and do you have mods.
I have an A8 5600k and get 80-95% usage
